The Union Public Service Commission (UPSC) has
launched a forward-thinking talent-matching platform, ‘Pratibha Setu,’ aimed at creating alternative career avenues for aspirants who narrowly miss
final selection in competitive exams. This initiative enables verified
organizations to access data of candidates who cleared the written stages
and interview but were not recommended for final appointment in UPSC
examinations such as the Civil Services, Engineering Services, and Combined
Medical Services.
According to an official statement, 113 organizations
have already joined the program, with more showing interest as it emerges as
a trusted source of highly assessed human resources.
From Public Disclosure to Interactive Recruitment
The idea evolved from the Public Disclosure Scheme launched
in 2016, which published candidate data on websites. Now, Pratibha Setu
transforms that into an interactive recruitment bridge, allowing
recruiters to directly reach out to shortlisted candidates through a secure
portal. The system is integrated with the National Career Service
platform, ensuring transparency and verified access.
Why It Matters
Each year, over 10 lakh candidates apply for the
Civil Services Examination, yet only about 0.3% reach the interview
stage. Many possess exceptional analytical skills, discipline, and knowledge,
even if they don’t make the final merit list. For example, between FY21 and
FY25, 52,910 candidates reached the interview stage, but only 33,950
were selected. Pratibha Setu ensures the remaining talent pool is not
lost to the economy.
Ministerial Endorsement
Union Minister of State for Personnel Jitendra Singh
praised the initiative, calling it a “meaningful gateway” for candidates
who miss out despite clearing rigorous stages of UPSC recruitment. He
highlighted its potential to connect skilled aspirants with opportunities in industry,
academia, think tanks, and startups.
Scope & Limitations
The platform covers most UPSC competitive examinations but
excludes the National Defence Academy, the Naval Academy, and certain
departmental competitions. It is designed to ensure that organizations across
both public and private sectors can register, verify credentials, and
recruit these candidates for suitable roles.

With UPSC approaching its centenary in 2026, Pratibha
Setu underscores the commission’s evolving role not just as a recruitment
